The structure of your organization (include anorganizational chart), management structure, including reportingrelationships of key staff, a system for coordinating with outsidecontractors or third party service providers, a mechanism for internaland external auditing relationship, and an accounting system which meetsfederal accounting system requirements." |
All staff should beable to work within the Youthbuild Principles. -Ensure there is asingle point-person, full time Director in-charge of the YouthbuildProgram. -Assuming 28participants, a full time Construction manager and full time ProgramManager are present: The ConstructionManager should demonstrate good construction skills/knowledge,experience working with youth, and an understanding of program goals. The Program Managershould have strong experience managing education and youth programs, andoversees educational, leadership development, counseling, and follow upactivities. Should be able to build a team, be sensitive to staffconcerns. Hire other staff asrequired, see Appendix 3. |
What Stipends/ Benefits/ Wages are to be paid to participants? |
Amounts must be at minimum federal wages. |
- Participants are paid a wage, stipend or livingallowance for their work, and stipend to cover food and travel duringtheir school time. - A system of bonuses, raises, awards, and otherincentives for good performances is systematically and consistentlyimplemented. - Students are fully informed of all financialcircumstances affecting their pay and are warned in advance if therewill be any delay for any reason. - A reasonable number of sick days are provided. |

Select Hazard-Free andProblem Free Properties HUD may disqualify applications whereenvironmental thresholds are exceeded if HUD determines that it cannotcomplete a review within the application review period. When HUD pays for lease, acquisition, rehabilitation, or new construction, 24 CFR 585.307 applies. Title 24--Housing and Urban Development Sites may not beselected that will exclude qualified persons with disabilities, or otherwise subject them to discrimination under the Youthbuild Program New property, orproperty undergoing substantial or other alterations, must conform toaccessibility standards. Balance the need to create new housing with the need to have a site appropriate for training. Do not attempt sites that are too complex. Choose smaller sites,where 30-40 participants can complete 2-5 units of gut rehabilitationwithin a program cycle of 9-12 months. This will allow participants toexperience all phases of the job, is easier to manage and requires lessfunding, allows most work to be done by program participants and staff,and encourages greater sense of pride of ownership. Smaller sites mayalso be exempt from Federal Davis-Bacon prevailing wage laws The site should haveenough space to train; will not be adversely affected by bad weather, isaccessible, and can be kept safe and secure. - Activities that develop employment and leadershipskills - Counseling services to assist trainees inpersonal, health, housing, child care, family or legal problems and/orreferral services to appropriate social service resources - Support services and stipends necessary toparticipate in the program and, for a period not to exceed 12 monthsafter completion of training, to assist participants through continuedsupport services. - Job Development and placement activities andpost-graduation follow-up assistance ( of at least 6 months recommended) As per 24 CFR 585.3 (d) this component is mandatory. |
A Youthbuild Program should have a working Policy Committee or comparable process by which students receive experience inprogram governance and participate in significant decision-making thataffects the program. A community action committee of interested studentsis set up to focus on community issues and to support coalitions in the community. The group meets regularly with a staff member assigned to itssupport and development. |

No specific requirements but HUD rates the qualityand feasibility of agency strategies to place youth participants inpermanent job, and their performance. How are units the program builds or rehabilitates to be managed during and after construction? |
Housing is to be usedfor purposes of providing homeownership, residential rental housing, ortransitional housing for the homeless and very low income persons andfamilies. 24 CFR 585.305 Title 24--Housing and Urban Development Any occupied propert yused in a Youthbuild Program is subject to the Uniform RelocationAssistance Act (URA) of 1970, as amended. The URA requires recipients toprovide relocation assistance to persons (families, individuals,businesses, and nonprofit organizations) that are displaced as a directresult of acquisition, rehabilitation or demolition for an assistedproject. Property Occupants who are not displaced also have certainrights. 24 CFR 585.308, HUD Handbook 1378 describes these procedures. Title 24--Housing and Urban Development The following regulations apply when a Youthbuild Award includes (in part or in whole)eligible activities of acquisition, architectural and engineering fees,construction, rehabilitation, operating costs or replacement reservesfor residential rental units for a period of 10 years: -Occupancy by low andvery low income families. At least 90% level of occupancy forindividuals and families with income less than the 60% of the areamedian income for an advertising period of not less than 90 days uponeach vacancy occurrence. Owner is permitted to execute temporarytwo-years leases for people in the 60-80% of median income level whenthe 90 day period has passed. The remaining 10% of the units must bemade available to low income families "the 10% category." Incomes are tobe tested only at time of entry. -A Model lease must beprovided containing terms and conditions acceptable to HUD and formspart of the grant agreement. -Other conditionspertain on termination of occupancy. Owner must agree to restrictionsthat tenant lease cannot be terminated unless for serious and repeatedviolations of the lease, or for violation of applicable Federal, State,or local laws, or for other good cause. Written notice of 30 days mustbe given. -Rental Property ownermust certify that the premises will be maintained in compliance with allapplicable housing quality standards and local code requirements for a10 year period. HUD's Section 8 policy quality standards apply when noother public assistance is involved other than the Youthbuild grant. -A tenant selectionplan must be developed and adopted containing selection policies andcriteria that are consistent with HUD requirements, and will remain inforce for 10 years. -Limitation on RentalPayments. Owners must certify that tenants in each rental unit shall notbe required to pay in excess of the amount provided under Section 3(a)of the U.S. Housing Act of 1937. -There must be a tenantparticipation plan when the owner is a non-profit public or privateorganization. -Properties cannot beconveyed unless the instrument of conveyance requires subsequent ownersto comply with the same restrictions imposed upon the original owner forthe balance of the 10 year period. Abridged from 24 CFR 585.309 Title 24--Housing and Urban Development The followingregulations apply in cases of Transitional housing where Youthbuildfunds have been used for a period of 10 years: ..There is a limitationon profit, which should not be in excess of limitations set out insections 455(c) (1) and (2) of NAHA. Conveyance also requires the newowner to comply with the restrictions for the remainder of the 10 yearperiod; the service delivery, housing standards, and rent limitations asper the Supportive Housing Program ( title 4 of the Steward B. McKinneyHomeless Assistance Act apply. )..
